Tasmania's primary industries and water minister has stepped down as the state government investigates her relationship with the head of the department she controls.

Liberal MP Sarah Courtney, who also holds the racing portfolio, is in a "personal relationship" with the head of the state's Department of Primary Industries, Parks, Water and Environment, Premier Will Hodgman revealed on Tuesday.

Ms Courtney will step down from ministerial responsibilities this week while a potential conflict of interest is reviewed, Mr Hodgman said in a statement.

DPIPWE Secretary John Whittington has taken leave while the matter is investigated.

Mr Hodgman said he was informed of the pair's relationship on Sunday.

The head of the state service is reviewing all decisions made by Ms Courtney and considering whether a code of conduct investigation is required.

Mr Hodgman says he has taken legal advice as to whether Ms Courtney has breached her ministerial code of conduct.

"This is a sensitive personal matter and I ask that the privacy of all those involved in this matter be respected," Mr Hodgman said.

Ms Courtney, member for Bass, was appointment primary industries minister when the state government was returned to power in March.
