Tas MP loses portfolio over relationship

Tasmanian Primary Industries Minister Sarah Courtney has lost her portfolio after revealing she was in a relationship with the department's head.

Tasmania's primary industries minister has been shifted to new portfolios after breaking the state's ministerial code of conduct by starting a relationship with her departmental head.

Liberal MP Sarah Courtney stood down from ministerial responsibilities on October 16 after informing the government of a relationship with John Whittington.

An independent review released on Wednesday found Ms Courtney should have disclosed the relationship about a month earlier than she did but her code of conduct breach was only "minor".

"I have had a lengthy discussion with Sarah. She accepts she made an error in judgment" Premier Will Hodgman said.

All her decisions as minister followed appropriate protocols and procedures, the investigation found.

Ms Courtney has been appointed minister for resources, as well as building and construction.

The state Labor opposition and Greens lashed the decision to keep Ms Courtney in cabinet.

Mr Hodgman was unclear when asked if anyone other than Ms Courtney and Dr Whittington were interviewed as part of inquiries.

"Most Tasmanians will be asking what the consequences are for breaking the ministerial code of conduct," Labor leader Rebecca White told the ABC.

"We have questions about the extent of the review and certainly the level of enquiry that was made."

Mr Hodgman said he was confident the matter was appropriately investigated.

Ms Courtney returned to Tasmania on September 13 from a state trade mission to Asia as part of a delegation with Mr Hodgman and Dr Whittington.

The inquiry found Ms Courtney should have disclosed her relationship on September 13 or shortly afterwards.

Ms Courtney told Mr Hodgman about the relationship on October 14 before stepping down two days later.

"I accept with the benefit of hindsight that I should have recognised a potential for perceived conflict of interest at an earlier time," Ms Courtney said in a statement.

There was no evidence Dr Whittington, secretary for the Department of Primary Industries, Parks, Water and Environment, breached the state service code of conduct.

He will continue in that position after taking leave during the review.
