Tax, China to dominate parliament

The ongoing debate over tax reform is like to dominate question time when politicians return to Canberra on Monday.

Tax reform will likely dominate parliamentary question time during a four-day sitting week, as the free trade deal with China is poised to pass the Senate.

Discussion surrounding the GST has been front of mind in debate over the past week and is expected to spill over when politicians return to Canberra on Monday.

The government insists everything is on the table regarding tax reform, but Labor is against changes to the GST, either increasing the 10 per cent rate or broadening its base.

Meanwhile, Labor has agreed to back the China FTA in the Senate after the government delivered what Opposition Leader Bill Shorten described as "proper" legal safeguards for Australian jobs.

The government agreed to labour market testing for jobs on major projects and the setting of the "market salary rate" for 457 visa workers at the applicable enterprise bargaining agreement rate.

Foreign workers will also have to obtain an occupational licence within 90 days to receive a 457 visa.

Two Senate inquiry reports have endorsed the deal.

One noted the agreement would result in a $4.15 billion drop in tariff revenue over the next four years.

However, second-round effects from increased economic activity made the deal worthwhile.

A second report said greater safeguards should be considered in the next FTA review to reduce the risk of the government being sued by foreign companies using the investor-state dispute settlement mechanism.

The lower house will conduct private member's business and debate changes to the means testing of youth payments.

The government has also listed its changes to strip dual nationals of Australian citizenship if they are suspected of supporting terrorism.

The Labor caucus will debate a motion on Tuesday calling for the closure of the Manus Island and Nauru asylum seeker facilities if conditions cannot be improved and greater oversight provided.
