Scotland Yard released a statement on Friday stating Ahmed Hassan, 18, of Sunbury, Surrey, was charged with attempted murder and causing an explosion likely to endanger life.
Hassan was due appear at Westminter Magistrates Court at 2pm local time on Friday.
He had been arrested in Dover, Kent, on Saturday morning.
Three other males, aged 25, 30 and 17, were in custody under section 41 of the Terrorism Act in connection with the investigation, which has been carried out by officers from the Met’s Counter Terrorism Command.
Two other men, aged 48 and 21, were released from police custody on Thursday with no further action.
Searches are ongoing at one address in Surrey and two in Newport, Wales. The other searches have been completed, Scotland Yard said.
