Opposition Leader Bill Shorten has defended his party's plans to abolish temporary protection visas for the backlog of boat arrivals under the previous Labor government.

Mr Shorten dismissed a coalition scare campaign on Thursday over Labor's long held policy to scrap the visas which span three years for those found to be genuine refugees and instead offer them permanent protection.

"This use of the word temporary is a fiction," he told reporters.
