Facebook founder Mark Zuckerberg unveiled plans for the dislike button during a session at the company’s headquarters in California on Tuesday.
Mr Zuckerberg said it was “very close” to being ready for testing.
“People have asked about the 'dislike' button for many years,” he said.
“Probably hundreds of people have asked about this, and today is a special day because today is the day that I actually get to say we are working on it, and are very close to shipping a test of it.”
Facebook also recently announced thatit would work with German authorities to fight xenophobic and racist messages online.
Germany's justice minister vowed on Monday to work with Facebook Inc to thwart racist and hate posts, acting on worries about a rise of xenophobic comments in German on social media linked to Europe's refugee crisis.
Germany is expecting a record-breaking influx of refugees this year and politicians and celebrities have voiced concern about the rise of anti-foreigner comments in German on Facebook and other social media platforms.
Chancellor Angela Merkel last week urged Facebook to do more and the social media company met Justice Minister Heiko Maas on Monday at his suggestion.
