US President Donald Trump has called for reforms to "restart the engine of the American economy" in his speech to Congress.

US President Donald Trump is calling for business reforms and trade policies to "restart the engine of the American economy".

In his first speech to a joint session of Congress, Trump said on Tuesday night he wanted to make it "easier for companies to do business in the United States, and much harder for companies to leave".

Trump said he was preparing "historic tax reform" to lower rates for US companies "so they can compete and thrive anywhere and with anyone. ... We must create a level playing field for American companies and workers."

On personal income taxes, he promised "massive tax relief for the middle class".

Trump claimed credit for taking steps in his first weeks he says are already bolstering the US economy.

He said major companies including Ford and Intel had announced plans to invest in the US and create jobs.

He pointed to gains in the share market and his hiring freeze for federal workers.

Trump said he had started to "drain the swamp" with a five-year lobbying ban for government officials.

He said he was helping create jobs by enabling construction on pipeline and curtailing government regulations.

Trump also touted his move to remove the US from the Trans-Pacific Partnership free trade deal.
