Labor believes Prime Minister Malcolm Turnbull copied its infrastructure policy after criticising it weeks earlier as ineffective.

Opposition infrastructure spokesman Anthony Albanese has accused Mr Turnbull of revealing at the weekend the same plan to use the commonwealth balance sheet to mitigate risk in state-based infrastructure projects.

"Malcolm Turnbull had obviously read Bill Shorten's speech and came out ... with essentially exactly the same policy," he told ABC radio on Monday.
