Former Liberal leader and emissions trading supporter Malcolm Turnbull has rejected speculation that he has been "gagged" from speaking about Labor's carbon tax.

The parliamentary fight over the carbon plan kicked off today with the Opposition Leader launching a fierce attack on the government.

But Mr Turnbull's name was removed from the list of speakers.
