Turnbull enters home stretch to poll call

As Malcolm Turnbull lays the groundwork for a July 2 election, parliament will focus on the budget.

Malcolm Turnbull is set to jump the final hurdle to calling a July 2 election.

When he asks Sir Peter Cosgrove to dissolve both houses, the prime minister will need to assure the governor-general of supply - the money to keep government operating.

Labor will support three supply bills being introduced to parliament on Monday, with senior government figures telling AAP they want to have them passed by Wednesday.

On Thursday and Friday, the Senate will not sit to pass legislation but instead will grill ministers and senior public servants at estimates hearings.

The supply bills will give the government funding for about five months of the 2016/17 financial year and some breathing space to get budget appropriation bills passed in the new parliament.

Treasurer Scott Morrison will introduce the appropriation bills on Tuesday night when he brings down his first budget.

Labor leader Bill Shorten will deliver his budget-in-reply speech on Thursday night.

Mr Turnbull has until May 11 to seek a double-dissolution election, triggered by the Senate twice failing to pass laws to reinstate the building industry watchdog.

The lower house will start the sitting week with private members' business, including a Labor push for a high-speed rail planning body and a brief debate on a bill to allow same-sex marriage.

In the Senate on Monday, indigenous leader Pat Dodson will be sworn in to replace retiring Labor senator Joe Bullock.

The upper house will debate a bill to set up a new northern Australia infrastructure fund while it waits for the supply bills to pass the House of Representatives.
