Labor leader Bill Shorten says 80 per cent of the laws before parliament were drafted by the Abbott government.
Tony Abbott says the Turnbull government is running on his government's record, but the prime minister insists he is balancing "continuity and change".
"It doesn't matter who is in charge of the Liberal Party - be it Mr Abbott, or Mr Turnbull - it is all continuity with no change," Mr Shorten told reporters in Brisbane on Tuesday.
