Tax policy and other economic reform will be on the agenda at a Council of Australian Governments meeting in December.

Prime Minister Malcolm Turnbull told parliament on Monday the government was consulting with social welfare groups, unions and the business sector on a new tax system.

But he said he would also take up the issue with state and territory leaders at COAG in December.
