A federal government minister has dismissed former opposition leader Malcolm Turnbull's call for a double dissolution election on emissions trading.
Mr Turnbull says Kevin Rudd could have called an early election after Senate twice rejected his ETS, but didn't have the guts.
Finance Minister Lindsay Tanner has told ABC TV that Mr Turnbull is just trying to rebuild his shattered political brand.

The prime minister can call a double dissolution election at any time until early August, but Mr Tanner says that's not going to happen.
