The blaze began in the Llandilo area at 2pm on Friday, with properties, schools and nursing homes evacuated, police say.

The 17-year-old boy and 21-year-old man were arrested at a nearby service station hours later.

They have not yet been charged.

The NSW Rural Fire Service says the blaze has now been contained.
