It follows new laws which come into affect in New South Wales on April 30 that require a person who asks a justice of the peace or lawyer to witness documents to remove all head coverings to prove who they are.
The President of the Law Institute of Victoria, Michael Holcroft, has told SBS communities in which head coverings are worn need to know that identity checks are requirements when signing a bank guarantee or sale of land documents.

"If, for example, I am a solicitor who is asked to sign a bank guarantee and I have to certify to one of the large banking institutions that I have had this person in front of me, this person has signed the document, and I have identified them by virtue of these different means I can't do that without having seen that person's face," he said.
