Victorian councils left in limbo after the closure of major recycling plants are demanding more cash from the state government.

Victorian councils facing a recycling crisis after the shut down of a major processor are demanding more cash from the state government and a container deposit scheme.

The Municipal Association of Victoria, which represents all but one of Victoria's 79 local governments, released on Thursday a "Rescue our Recycling Action Plan", calling on all levels of government to make the industry better.

The demands include that the state government provide funding relief - using money reaped by a landfill levy - to cover councils' costs incurred due to the shutdown since mid-February.

The councils also want more investment in recycling infrastructure, research and development to drive demand for recycled products, a container deposit scheme, and stronger oversight of the industry.

At a federal level, the councils want compulsory product recycling schemes and better packaging labelling so people know what can be recycled.

They say councils can look at collaborating on kerbside recycling programs and educate ratepayers more on what items go in which bins.
