The Victorian government has tabled 80,000 pages of confidential documents against Opposition Leader Matthew Guy from his time as planning minister.

The Victorian Labor government has tabled 80,000 pages of confidential documents in a bid to expose Opposition Leader Matthew Guy over a controversial decision he made as planning minister.

The documents refer to the controversial re-zoning of farmland for housing at Ventnor on Phillip Island, which captured the attention of US pop star Miley Cyrus in 2011, sparked an Ombudsman investigation and involved an out-of-court settlement when the decision was reversed.

"This is information that public deserves to know, it's information that Matthew Guy has been desperate to keep secret and he avoided providing these documents to the Ombudsman despite being requested," Deputy Premier James Merlino told reporters.

"We are 80 days from the election, these are questions that go directly to the judgement and the motivation of the leader of the opposition, they deserve to be examined."

While the documents have been tabled, they have yet to be scanned and uploaded to the parliamentary website.

Mr Guy told reporters on Monday he was not worried about what was in the documents.

"The Labor Party's focused on issues that are seven/eight years old, throwing mud at political opponents," he said.

"How does that solve our crime rate, how does make people's life easier, how does it cut cost of living?"
