Daniel Andrews is being called on by the Victorian opposition to answer questions under oath about a Labor Party election scheme that misused taxpayer money.

Victorian Premier Daniel Andrews is being called to "front up" and answer questions under oath about a Labor scheme that misused taxpayer money to help the party win the 2014 state election.

But the premier insists he's already shared all he knows about the scandal that's rocked Spring Street and is the subject of an ongoing parliamentary inquiry.

The Victorian ombudsman found the scheme misused $388,000 - since repaid - by using public-paid electorate staff to campaign for party candidates.

"There is a pattern of behaviour from Daniel Andrews where he seems to say one thing and do another, well the jig is up," shadow attorney-general John Pesutto said on Friday.

The opposition's outrage comes after upper house Labor MP Adem Somyurek on Wednesday told the parliamentary inquiry he had doubts about the party using taxpayer-funded electorate staff to promote election candidates, but felt pressured to comply.

Mr Somyurek said at one point he had tried to discuss the issue with then-opposition leader Mr Andrews, who referred him to the scheme's architect John Lenders.

The now-premier has said he has no recollection of such a conversation and said on Friday that Mr Somyurek's comments were in "no way inconsistent" with his own.

"I stand by the comments I've made," Mr Andrews said.

Mr Pesutto said it was reasonable to expect Mr Andrews to remember the conversation with Mr Somyurek, whether it took five seconds or five minutes, because it was about something very important.
