Victorian Premier Daniel Andrews has finalised his ministerial portfolios following Saturday's election win.

Daniel Andrews has been sworn in as Victoria's 48th premier along with the cabinet he says will strive to make the state "stronger, fairer and better".

Mr Andrews and his ministry were sworn in before Governor Alex Chernov on Thursday.

Tim Pallas has been anointed treasurer, the state's second most important job, while Jill Hennessy takes on the key health portfolio along with ambulance services.

James Merlino is deputy leader and will be education minister, and as attorney general, Martin Pakula becomes Victoria's top lawmaker.

The 22-member cabinet includes nine females, with Jaala Pulford, 40, and Jane Garrett, 41, promoted to the front bench.

Ms Pulford has been named deputy leader of the government in the Legislative Council while Ms Garrett will look after emergency services.

Jacinta Allan, who served as minister in both the Bracks and Brumby governments, is charged with looking after public transport and employment.

Many of the portfolios match those held by their owners in opposition but there are a few changes.

In total, eight of the ministers anointed also served in the Brumby Labor government.

The police portfolio will go to Wade Noonan, while Fiona Richardson will oversee family violence prevention - a policy area that will be thrust into the spotlight as Labor holds Australia's first royal commission into family violence.

Her appointment was an Australian first, Mr Andrews said.

He said he trusted his team to make Victoria a fairer, stronger state.

"We're hitting the ground running," he added.

Upper House MP Gavin Jennings will be the Leader of the Government in the Legislative Council.

No date has been set yet for parliament to resume.
