A man has been rescued from Victorian floodwaters twice in two days.
Aged in his 60s, the man fell from a paddleboard in an attempt to reach his caravan in rising flows in Yarrawonga on Thursday, police said.
They later revealed he was also rescued on Wednesday.
"He was told not to go back,'' Senior Constable Russell Welsh told reporters.
"To see it unfold again ... it beggars belief.''
Wangaratta avoided significant flood damage overnight Wednesday into Thursday after a levee and sandbagged banks held back the swollen Ovens River but the danger is yet to pass for towns along the Victoria-NSW border.
The Ovens is now receding slowly after reaching 12.8 metres late on Wednesday night.
Forecast clear skies over the weekend have SES crews confident Wangaratta has seen the worst of the floods for now.
Like much of the state's northeast, the city has experienced more than twice its average rainfall for this time of the year - with 280 millilitres falling in the past 65 days.
"We're beginning to focus our attention on the Murray and the impacts on communities along the Murray as the water moves down," SES spokesman Brian Wright told AAP on Thursday.
The Ovens and Kiewa rivers, which both flow into the Murray, have major flood warnings current while the Bureau of Meteorology says moderate flooding is already occurring on the Murray at Albury, Corowa, Yarrawonga and Barham.
The second rise along the Murray Region isn't expected until Saturday.
The SES is again reminding people in affected areas not to drive through floodwaters after a man had to be rescued from his ute near Myrtleford on Wednesday.
