South Australia may have signed on to the "Recognise" campaign this week, but Victoria is making big strides towards a treaty process with its Indigenous peoples.

A two-day treaty forum organised by the Victorian government kicked off today in Melbourne with heated discussions.

NITV news reporter Laura Murphy-Oates has been covering the conference.
