Victorian Labor govt 'vindicated' over NEG

The Victorian Labor government says it has been vindicated for not signing up to the National Energy Guarantee after Prime Minister Malcolm Turnbull's backdown.

The Victorian Labor government says it has been vindicated for not signing up to the National Energy Guarantee after the Turnbull government's backdown.

On Monday, Prime Minister Malcolm Turnbull retreated from plans to legislate climate change targets as he tries to fend off an internal revolt over the National Energy Guarantee.

Victoria has been adamant it would not sign up to the deal unless it passed the federal coalition party room and as long as it did not dent the state's renewable energy program.

"One of the reasons we have refused to sign up to this at this point - and I think we have been vindicated - we said we wanted it to go to the party room first, because we weren't confident it would get through the Liberal and National party room," Premier Daniel Andrews told reporters on Monday, shortly before Mr Turnbull announced his backdown.

"It turns out that it hasn't, it was being re-written last night, apparently."

Mr Andrews has spent the past two days making large-scale solar energy announcements, first a $1.24 billion residential solar panel scheme followed by hot water system rebates.

Opposition leader and premier hopeful, Matthew Guy, said on Monday he did not think his party would become collateral damage in the federal leadership turmoil.

"I just think there's a lot of talk at the moment, but what the federal government does with themselves they can work out themselves," he told reporters.

"Victorian Liberals on a state level, we've been a unified outfit."

However, Mr Guy also said he did not think changing leadership federally was the answer.
