What EU has done to tackle migrant crisis

EU leaders are meeting to discuss how they can get a better handle on their migration crisis.

EUROPEAN UNION ACTIONS SO FAR ON THE MIGRANT CRISIS:

* EU-TURKEY ACTION PLAN:

Turkey has been the last stop for migrants before attempting the treacherous crossing of the Aegean Sea to reach EU member state Greece. The EU has agreed to grant Turkey 3 billion euros ($A4.45 billion) in refugee aid in return for efforts by Ankara to curb the migration flows

* BORDER CONTROLS

The EU border agency Frontex has received more resources and deployed to Greece

* BALKAN CO-OPERATION

The EU has been trying to get the Balkan route countries to co-operate and not take unilateral actions; border restrictions implemented along much of the route have led to a humanitarian crisis in Greece, where thousands of migrants are stranded

* MILITARY ACTION

The EU has launched a naval mission to crack down on the criminal networks smuggling migrants across the southern Mediterranean Sea

* MIGRANT RELOCATION

The EU has been trying to implement a redistribution of 160,000 asylum seekers from countries on the front lines of the migration crisis - such as Greece and Italy - to other member states, but so far only a few hundred have been relocated

Some member states are not keen to take in asylum seekers, who in turn have often been reluctant to participate since they cannot choose where to go

* MIGRANT RESETTLEMENT

EU member states have agreed to take in 20,000 displaced people who are outside the EU but in need of international protection, such as Syrians living in UN refugee camps

* MIGRANT RETURNS

The EU wants to do a better job at sending back economic migrants who do not qualify for international protection

* ORIGIN AND TRANSIT COUNTRIES

The EU has been working to enlist the help of migrants' origin and transit countries to stem the flow heading its way, notably in Africa
