What the leaders agreed to do on terrorism

Snapshot of the measures state and territory leaders agreed to at a special counter-terrorism meeting in Canberra.

WHAT STATE AND TERRITORY LEADERS AGREED TO DO ON NATIONAL SECURITY

* Establish a national facial biometric matching capability. Agencies in all jurisdictions will be able to use a new face matching service to access passport, visa, citizenship and driver licence photos to more quickly identify "suspects or victims of terrorist or other criminal activity".

* Change existing federal laws to allow suspected terrorists to be detained without charge for up to 14 days.

* Introduce a new Commonwealth offence to outlaw the possession of instructional terrorist material.

* Introduce more specific terrorism hoax offences at a Commonwealth level.

* Expand the phone-based national emergency alert warning system - now used for natural disasters - to make it available during a national security incident.

* Legislate to ensure there is a presumption against bail and parole for people who have demonstrated support for or have links to terrorist activity.

* Increase practical counter-terrorism cooperation between the Australian Defence Force and state and territory police.

* Pursue a national approach to assessing and managing fixated threats.
