What federal, state and territory ministers are saying about the National Energy Guarantee as they meet to consider the policy.

WHO SAYS WHAT ON THE NATIONAL ENERGY GUARANTEE

* "When it came to today's discussions the National Energy Guarantee went forward to the next stage. That's the sign of progress today." - Federal Energy Minister Josh Frydenberg.

* "Our conditions remain. They are sensible ones. They will make the entire National Energy Guarantee far more workable, resilient and, importantly, responsive to changing environments." - Victorian Energy Minister Lily D'Ambrosio.

* "A couple of states have expressed their caution, expressed their concern, they have said they're not with us. We will continue to work through those issues with them." - South Australian Energy Minister Dan van Holst Pellekaan.

* "I'd like to have seen more progress but I've got what I wanted, which is progress." - NSW Energy Minister Don Harwin.

* "I am hopeful (hesitant states) will come on board 100 per cent once further efforts are made to circulate the legislation and they hear the feedback in their own communities." - Tasmanian Energy Minister Guy Barnett.

* "The greatest threat to energy pricing and stability in this country has been the federal coalition over the last decade - we've got to transition beyond that, we've got to move beyond that." - Queensland acting Energy Minister Cameron Dick.

* "No outcome is not an acceptable outcome but we need something better than what is currently on the table." - ACT Energy Minister Shane Rattenbury.

* "(It is a) great step forward." - Energy Security Board chairwoman Kerry Schott.

* "We have a discussion and the party room makes decisions by consensus. There is very strong support for the National Energy Guarantee." - Prime Minister Malcolm Turnbull.

* "Let's not get ahead of ourselves, we haven't even seen draft legislation." - federal Labor energy spokesman Mark Butler.
