Will the banking reforms help borrowers?

Treasurer Wayne Swan has vowed to introduce measures that will make it easier for new mortgage holders to switch banks. Banks say they might have to raise other costs, therefore penalising borrowers. What do think? Are the reforms the right way to help mortgage holders?
