Critics say Mr Rudd shelved the legislation, which was twice rejected in parliament and in the Senate, in a bid to 'clear the decks' in an election year.
But that leaves the government with virtually no policies to address climate change, a major global issue which Mr Rudd himself described as the 'great moral challenge of our age'.
