FIFA World Cup fans will be allowed to bring drugs including cocaine, cannabis and heroin into stadiums at the 2018 tournament in Russia, according to local media.

The English-language Moscow Times has reported that the Russian-led Eurasian Economic Union is allowing travellers the right to bring banned substances into the country if they have supporting medical documents.

The newspaper said that Russia's 2018 World Cup Organizing Committee will have law enforcement officers on duty at World Cup stadiums tasked with verifying the authenticity of drug prescriptions.

"Security officers will monitor the enforcement of rules for carrying prescription drugs to stadium grounds at checkpoints," the committee said.

Russia's Federal Customs Service reportedly said that football fans carrying the drugs will have to fill out a customs declaration.

However, FIFAs stadium regulations say that fans who "present a risk due to consumption of alcohol and/or drugs" must be removed.

Russia is set to host the World Cup from June 14 to July 15.
