Would a return to the Pacific Solution dissuade people smugglers?

Opposition Leader Tony Abbott flagged a return to the Pacific Solution and vowed to turn back boats as part of a suite of measures aimed at toughening up Australia's border protection regime. Amnesty International says such policy would breach Australia's international obligations. Would you support it?
