Parents awaiting changes to childcare subsidies may see a glimmer of hope from the new Senate crossbench, with Nick Xenophon saying his team will go through the government's plans forensically.

The Turnbull government continues to insist it can't make changes to childcare payments until it gets cuts to family tax benefits through parliament and Treasurer Scott Morrison is talking to the expanded, 11-strong crossbench about how to make that work.

There was a number of good elements in the package, Senator Xenophon told ABC radio on Monday but other parts needed to be ironed out, especially around how to transition and taper some arrangements.
