David Eastman rejected $3.8 million 'act of grace' payout from ACT

An ACT judge deciding whether a man wrongfully imprisoned for murder should receive compensation has reserved his decision after a four-day hearing wrapped up.

A man suing the ACT government for wrongful imprisonment has rejected a $3.8 million payout from the territory.

David Eastman is seeking damages for the almost 19 years he spent behind bars for the 1989 shooting murder of federal police assistant commissioner Colin Winchester.

The 74-year-old was found not guilty at a retrial last year after his original conviction was quashed in 2014.

He pleaded not guilty in 1993 but received a life sentence two years later.

Mr Eastman is seeking between $14 million and $18 million in compensation.

The ACT government initially offered him $3.8 million as an "act of grace" payment but he rejected the offer, which would have seen him waive his rights to pursue compensation.

Mr Eastman's lawyers and those representing the territory made their closing submissions on Friday, at the end of a four-day hearing.

Justice Michael Elkaim has reserved his decision, with the case to return to court at a later date.

In a redacted statement made to the court, Mr Eastman publicly detailed for the first time the abuse and beatings he faced while in prison.

He said he would occasionally smear faeces on the walls in his jail cell in protest at his treatment by guards.

"I am not proud of that," his statement says.

Prisoners and guards would often make death threats, he says, and he faced "unpredictable and aimless violence" on an "almost daily basis".

But he also wrote on the abuse he faced from police while under criminal investigation, including police coming up to him on the street and miming shooting him in the head.

In the statement, Mr Eastman says he was still hoping to find work and a partner.
