Severe weather warnings are in place in parts of New South Wales, and flash flood warnings have been issued for the state's north coast.
The State's Emergency Service have responded to hundreds of incidents caused by heavy rainfalls.
With the Bureau of Meteorology forecasting more than 100mm of rain in Sydney between Tuesday and Friday, residents are being urged to plan their travel route ahead of time.
The state's Premier Chris Minns says as weather events events become more extreme with climate change, more preparation is needed.
"We are asking people to be patient when it comes through. Be aware of how much it is expected in the coming days, and for bosses obviously to be understanding the circumstances. We do our bit of aligning signs of it, so we are prepared as much as we can be, but that's an enormous amount of rain for sure in a short base of time. And it's said to be a perennial issue for New South Wales. We do see climate change more extreme weather event, it means we need to be in a position to respond more quickly and more swiftly when they do turn up."

US President Donald Trump says Russia is prepared to negotiate a ceasefire with Ukraine, after a two hour phone call between Mr Trump and Vladimir Putin.
Using social media platform Truth Social, Mr Trump announced the two countries will begin to speak immediately.
Mr Putin was less definitive when he addressed media in Russia.. stopping short of committing to a ceasefire, referencing a possible peace agreement under terms that Russia deems appropriate.
"We agreed with the US president that Russia will suggest and is ready to work with the Ukrainian side on a memorandum on a possible future peace treaty, which defines a number of issues, such as the principles of settlement, the terms of a possible peace agreement and so on, including a possible ceasefire for a certain period of time, if the appropriate agreements are reached."
For his part, Ukraine leader Volodymyr Zelenskyy - who was not party to the conversation - is urging the US and Russia not to make decisions without Ukraine.
Delegates for Russia and Ukraine did not reach an agreement in talks in Istanbul on Friday, but the Kremlin leader says those negotiations will resume imminently.
No country has referenced a date or time, or given more official details of any proposed direct talks between Mr Putin and Mr Zelenskyy.

Russia has banned human rights group Amnesty International as an "undesirable organisation."
The label makes involvement with the organisation a criminal offence, under a law introduced in 2015.
Russia's prosecutor general accused Amnesty International of backing Ukraine against Russia.
The designation mandates penalties of up to five years in prison for Russian citizens working with or funding the organisation.

Israel has ordered thousands of Palestinians to leave Khan Younis and head west, warning of what it calls an unprecedented attack as fresh ground operations intensify in both southern and northern Gaza.
Families are fleeing on foot and by cart.
Among them, Um Mohammad Saboun, who laments Arab leaders' inaction on Gaza.
"Shame on them, where are the Arab countries? Where is the world? They don't see us? The worries we are in are enough, enough, we are a family of wounded and martyrs, may God take revenge on them, O Lord, God is sufficient for me against them."
The evacuation follows Israeli Prime Minister Benjamin Netanyahu’s announcement that he intends for Israel to take full control of Gaza.
Meanwhile, five aid trucks have entered Gaza for the first time in nearly three months.
The UN welcomed the move but warned it’s far from sufficient, as famine looms.

The Supreme Court has been told a poison expert found and removed death cap mushrooms growing three months before a deadly beef Wellington lunch was served.
The expert told the court she found the mushrooms growing in Loch in April 2023, around 30km northwest of Leongatha, where Erin Patterson is accused of murdering three relatives.
It's alleged Ms Patterson deliberately served them a beef Wellington laced with death cap mushrooms on July 29, 2023.
A telecommunications expert also told the court Ms Patterson's phone connected to towers near Outtrim and Loch after the poisonous mushrooms were reported growing in the towns.
The trial will resume today.

To sport; New South Wales are confident Broncos player Payne Haas will join them in the State of Origin, after scans only showed a minor tear in his left quad.
The Brisbane powerhouse will be placed on a monitored workload ahead of next Wednesday's State of Origin series opener.
But New South Wales officials say they expect him to be able to take his spot, in what doubles as a massive boost for NSW.
