Western-backed forces declare victory over IS in Raqqa

Western-backed Syrian forces and their allies on the ground have retaken the last IS stronghold, the Syrian city of Raqqa. But it may be some time before residents can return, because the forces continue to use air strikes as they try to drive the remaining IS fighters out of the city.
