In 2001, Portugal removed criminal sanctions for the use and possession of all illicit drugs, and expanded its investment in drug treatment and harm reduction. The reform has led to reductions in in drug-related deaths, incarcerations, hospitalisations, and has had wide-ranging social and economic benefits.
