Vic Labor MP resigns post, role filled

Victorian parliament's upper house has a new deputy president after Labor MP Khalil Eideh officially resigned from the role amid a corruption watchdog investigation into claims his office misused printing entitlements.

Member for the Northern Metropolitan Region, Nazih Elasmar, was voted in unopposed on Wednesday morning to fill the vacancy.

The Lebanese-born Labor MP has been a member of the state's upper house since 2006.

The outgoing Mr Eideh - who had already decided not contest the November state election - said in his resignation letter made public on Wednesday he was proud to have been a member of parliament for almost 12 years.

"I've always sought to uphold the institutions of the parliament and represent my constituency and my party to the best of my ability," he wrote.

"At all times I have maintained no wrongdoing and I look forward to the conclusion of IBAC's consideration of this matter.

"I had not thought this would continue for as long as it has when I stood aside."

The Independent Broad-based Anti-Corruption Commission is still investigating Mr Eideh's office.

It is alleged he misused printing allowances to fund a party branch-stacking operation.

A parliamentary-wide audit found questionable invoices, which were referred to the watchdog in September, and Mr Eideh's office was later shut down.

He stepped aside as deputy president in October.

Mr Eideh is the third government MP to leave a parliamentary position under a cloud, after Labor's Legislative Assembly speaker Telmo Languiller and deputy speaker Don Nardella resigned last year over an accommodation allowance scandal.

Liberal Mary Wooldridge had planned to move a motion to remove Mr Eideh as member-for-Western Metropolitan on Wednesday but he resigned first.

"Labor holds three of the four presiding officer roles in the parliament and Labor members in each of those roles have had to resign under a cloud of allegations of rorting and corruption," Ms Wooldridge tweeted.
