Police custody cell officers would be upskilled and handed more duties under a $30 million Victorian Liberal-Nationals promise.

In Ballarat on Thursday, Opposition Leader Matthew Guy said 400 workers would be retrained as protective services officers so they could also staff police station front counters, go on patrol and fulfil other frontline duties.

"It'll give them a future which is brighter, a career path that is longer and importantly it will allow the police to have greater pressure taken off their workload," Mr Guy told reporters.

Those who do not want to become a PSO would be offered other civilian roles.

The Liberals also matched Labor's May budget commitment to spend $461 million expanding the Ballarat Base Hospital.

The opposition plan would also involve $1.6 million to make the mother-and-baby mental health unit a seven-day service, and $1.8 million to treat an extra 1800 pain patients.

Both major parties will reveal their costings for promises on Thursday, less than two days before Saturday's state election.

But the opposition has already declared it would seek a 50-year lease for Melbourne's sewage treatment service, generating $5 billion for major road and rail projects.
