Australia's AUKUS submarine pact has been scrutinised by Pacific leaders as the Pacific Islands Forum continues in Cook Islands. Leaders were flown to a private island retreat to resolve sticking points, which include climate targets, nuclear non-proliferation, and who will take over as the forum's Secretary General.
