The Productivity Commission says the key national agreement to address Indigenous disadvantage is destined to fail without fundamental change in a scathing new Closing the Gap report. Consecutive federal governments from both sides of politics have promised their policies will make a difference, but Indigenous groups say they have now been vindicated.
