States insist Commonwealth must increase public hospital funding

State Premiers have held an emergency meeting, as tensions rise over reaching a new public hospital funding deal with the federal government. It comes as a new report from the Grattan Institute finds Australia's hospitals are wasting more than a billion dollars a year on avoidable spending.
