US police bodycam shows officers pepper-spraying 9-year-old girl

Police in Rochester, New York have released body-camera video of officers restraining a distraught 9-year-old girl who was handcuffed and sprayed with what police called a chemical "irritant". At one point, an officer said, 'You’re acting like a child.' She responded, 'I am a child.' When she refused to sit inside a police car, an officer pepper-sprayed her.
