Neville, 26, is a versatile player that can play on the left or right and his arrival at Wanderland follows that of left-back Scott Jamieson from Perth Glory.
"I'm really excited and looking forward to the new challenge ahead and can’t wait to meet the boys, get started and improve as a player down at Western Sydney," Neville, who has played more than 100 A-League games with Perth Glory and Newcastle Jets, said.
"The whole club in general is a massive attraction. Wanderers are one of the biggest clubs in Australia and Tony Popovic is one of the best coaches. He is someone I want to work under."
The Jets declared that Neville and 23-year-old midfielder Jacob Pepper had 'opted to take up offers from a rival Hyundai A-League club', suggesting that the latter is also bound for Pirtek Stadium while there was update on the situation concerning goalkeeper Birighitti - who was loaned out last season.
Newcastle named Carney, Nigel Boogaard, Lee Ki-je, Enver Alivodic, Ben Kennedy, Ben Kantarovski, Mitch Cooper, Daniel Mullen, Andy Brennan, Josh Barresi, Radovan Pavicevic, and Themba Muata-Marlow as the players to agree to stay on under the new ownership of Football Federation Australia - which is looking for a buyer.
In addition to the 13 listed above, youngster Brandon Lundy is expected to agree terms on a senior contract.
"Obviously news that so many players have recommitted says a lot about the faith they have in the area and how they can see the club going forward," Boogaard - the club's big off-season recruit from Adelaide United - said.
"It's certainly encouraging to see that so many boys have committed given they had the opportunity to go elsewhere if they wanted to.
"To see them stick around gives me confidence that the group that is already there is committed to the cause and really wants to turn things around."
The Carney case is interesting after the 31 year-old, who had a year-and-a-half left on his Newcastle contract, was among five players sacked by Nathan Tinkler in January.
However, as Tinkler was unable to pay out the remainder of his deal, Carney never officially severed ties with the club.
Carney's situation differed from the other four players as the Jets claimed his axing was due to disciplinary issues, which were never proven and now with FFA in charge he has opted to stay put.
The Jets are still on the hunt for a new coach with former National Soccer League legend Damian Mori reportedly the frontrunner ahead of Sydney United 58 coach Mark Rudan.
