Australian foreign minister Julie Bishop has declined to back comments from the Minister for International Development and the Pacific criticising China's foreign-aid programs in the region. The inflammatory remarks by Concetta Fierravanti-Wells have led China to lodge its second official diplomatic complaint with Australia in two months.
