All Australian workers are entitled to a minimum wage ... or are they?   Thousands of disabled workers around the country actually are often paid at a fraction of the minimum wage.   The Fair Work Commission is now negotiating a new wage-assessment tool for the 20,000 employees at Australian Disability Enterprises.
