The heavy rainfall over last weekend had pushed the recorded rainfall over the March monthly average in some area of NSW. On Tuesday, Bureau of Meteorology increased El Nino outlook from watch to alert. "It means the chance of El Nino developing over Autumn is around 70%, which is 3 times more likely than usual." BOM duty forecaster Zhi-Weng Chua told SBS Mandarin. There was a severe drought last winter, will this coming winter be better?

The interview is in Chinese Mandarin.
