Business blaming government, not immigration, for urban woes

Business groups are blaming poor government planning, rather than immigration, for failing to deal with Australia's growing population. The issue is set to dominate a meeting ((wed)) between state and territory leaders, who are split over whether the country should reduce its refugee intake.
