Both leaders are working towards a referendum on the issue, but Mr Shorten has flagged going forward with a treaty. Mr Turnbull is not in favour of a treaty, but Indigenous Affairs Minister Nigel (NI-jel) Scullion says the Government would have to consider the idea if Aboriginal leaders recommend it.
