Federal Labor is promising to spend more than 15 billion dollars, if it wins power, in upgrading the national electricity grid and boosting renewable energy.


Unveiling Labor's plan, Opposition Leader Bill Shorten has described climate change as no longer an emergency, but a disaster.

And he's bemoaned the lack of energy policy bi-partisanship that's led to heated political debate but little real action in the last five years.  

However, the opposition's plan is facing criticism from both sides - from the Coalition and the Greens.
