Prime Minister Malcolm Turnbull has stopped short of ruling-out the return of his predecessor Tony Abbott to the front-bench, as part of a Cabinet reshuffle expected early next year. But Mr Turnbull says among the considerations when making changes to his ministry is the need for renewal and new talent.
