Turnbull defends against attacks on tax plan

Prime Minister Malcolm Turnbull is defending his proposal to let states and territories levy their own income taxes. Mr Turnbull says the change would give states and territories more autonomy to fund hospitals and schools. But concerns have been raised that the plan does not address funding gaps and is unfair to lower-income states.
