Queensland rejects PM's offer for an emergency declaration for flood assistance

Prime Minister Scott Morrison's emergency declaration offer for Queensland has been rejected by the state Premier Annastacia Palasczcuk. This has come at a time when the Climate Council released a new report which has argued that the unprecedented floods illustrate the cost of government inaction on climate change.
